Chongqing Police Announce Several Cases of AI-Fabricated Rumors

Recently, the Chongqing police announced five typical cases of rumors fabricated using AI tools. One of these cases, "The Hechuan District Public Security Bureau's Handling of Shi for Fabricating a Fake Traffic Violation Ticket with AI Tools," showed that in July 2024, Hechuan District internet user Shi (male, 45) posted a picture of a traffic violation ticket on a short video platform, with a caption stating, "Whistling at a female traffic cop while driving, fined 200 yuan and 11 points deducted." The video attracted widespread attention and discussion among netizens.

The public security agency found that Shi had used AI software to create the fake traffic violation ticket to gain attention, which disrupted public order and had a negative social impact. Shi confessed to the illegal act, and the Hechuan District Public Security Bureau imposed administrative penalties on him according to law.

How to Identify Internet Rumors

Internet rumors have become an urgent issue that needs addressing in today's online environment. In daily life, individuals need to be vigilant in recognizing and resisting internet rumors.

Curb Curiosity.
When faced with strange or exaggerated information, avoid the temptation to immediately explore further. AI-fabricated rumors are designed to capitalize on trending topics, leveraging the curiosity of netizens to spread false information.

Verify Unverified Sources.
Avoid blindly believing or sharing unverified information. When encountering suspicious content on social media or the internet, first verify it or wait for official announcements before forming conclusions.

Use Logical Analysis.
Pay attention to the logic of online information. If a piece of content has obvious logical flaws or contradictions, it is likely fabricated or manipulated.

Platforms Strengthen the Detection of Internet Rumors

Rumormongers often use trending news and random online audio/video as material to mass-produce fake news using AI tools. They then distribute it across major online platforms to attract attention or monetize traffic. Some internet platforms, driven by a "traffic-first" mentality, allow fake news, clickbait, and controversial topics to spread unchecked. This creates a favorable environment for AI-generated rumors to thrive, accelerating the formation of a gray industry chain. Content platforms must strengthen management in terms of technology, content, and user accounts.

  1. Strengthen Content Authenticity Identification.
    Platforms should effectively detect and address content potentially generated by AI to prevent its harmful impact on society. For example, image authenticity detection tools can analyze pixel-level anomalies and imperfections in generated images to determine whether they were created by AI. Additionally, by analyzing user behavior patterns and identity information, platforms can establish security alert mechanisms. Suspicious behavior, such as abnormal logins or frequent information dissemination, can be monitored and restricted. For example, analyzing mouse movement patterns and typing styles can detect abnormal activities, marking deviations from normal user behavior. Additional identity and device verification, along with large models, can quickly sift through massive data sets to identify subtle inconsistencies that are otherwise undetectable by humans, exposing attackers' abnormal operations.

  2. Enhance Multi-Layer Content Verification.
    To prevent the spread of false information, platforms can introduce multi-layer verification mechanisms for sensitive content. By integrating third-party fact-checking organizations and AI tools, platforms can automatically verify the authenticity of published content. If a risk of falsehood is detected, the platform can label the content as "pending verification" or "suspected misinformation." Additionally, platforms can utilize user reporting systems and feedback from trusted users to help identify rumor content. By incorporating user rating systems, platforms can automatically mark rumored content as low credibility.

  3. Establish Account Reputation Management.
    Platforms can analyze user behavior patterns and history to identify malicious rumormongers. By monitoring suspicious account activity, such as frequently posting sensitive or false information or widely spreading unverified content, platforms can swiftly identify and restrict rumor-spreading behavior. A user reputation scoring system can be established, where content credibility, reports, and behavioral history adjust the spread of that user's content. High-risk users can be restricted from posting content or receive warning notifications.
